A significant part of the asphalt contracting business comes from work awarded through public bids. Many times, this is a school project, government project or perhaps a state funded roadway project. The bids are typically sealed, and the lowest bidder is awarded the project. When a county roadway project is awarded, in some cases, the project is managed by personnel from the public works department.

This past spring, Bituminous Roadways, Inc. was awarded the 2020 Hennepin County Mill and Overlay project. The project will span across 13 different cities within Hennepin County: including Brooklyn Center, Crystal, Eden Prairie, Edina, Golden Valley, Minneapolis, Minnetonka, Minnetrista, New Hope, Orono, Plymouth, Richfield and Saint Bonifacius. Typically, roadway improvement projects such as this are segmented and phased by sections. BR has already begun work on the project and will continue through October 2020.

Through each of the phases, BR will mill and overlay several city streets. Not only will BR mill the old asphalt and place new, there are parts of each project segment where sidewalks are in poor condition and will need to be removed and replaced. In addition, there are areas where subbase soils are deteriorated, and additional aggregate will be hauled in and graded into place.

Zachary R. is a representative for Hennepin County, and here is what he said in regard to the project, “Hennepin County’s mill and overlay program is large, covering nearly 68 lane miles on 14 different segments in 13 cities.”  In addition, Zachary said, “Having a contractor such as Bituminous Roadways that can schedule their crews in coordination with the numerous public events and nearby project restrictions as well as the large number of agencies and utility companies involved in a project of this magnitude is essential to providing a successful project.”

  • During the mill and overlay project, BR will complete approximately 434,498 SY of milling.
  • On 14 different sections of roadways, we will install nearly 59,000 tons of hot mix asphalt.
